I've been tootling around in low sec for a few months now. Mainly, I have to admit, because Concord won't let my sorry backside into the cushy systems, but the piratical pen does not stoop to answer such quibbling. During these rather morally dubious wanderings, A hypothetical situation ocurred to me, and I wondered if there were mechanisms in place to stop it happening. The situation is as follows:
If, hypothetically, a player was a complete numbskull, and got himself outlawed. What if this player then systematically managed to lose everything he had? He would then be left in -0.4 at the highest with no money and nothing but a rookie frig, the gear it comes with and 1 tritanium. I'm no miner but i'm pretty sure 1 trit wouldn't buy you a ship that can take lowsec rats. Would this chap then receive aid from CCP to get back on his feet? Or would he be cursed to forever wander round space incapable of doing anything expect provide target practise to those with wonky moral compasses?

Firstly there is the rule: Thou shalt not fly anything thy cannot affordeth.
If that rule is broken, there is always ninja mining with your basic miner. And to directly answer your question, the rookie ship with the civi gun and basic miner is the mechanic to stop you losing everything. ---

No,he'd run around low sec belts looking for loot and salvage, would reprocess what he found and sell it.

Go to a system in 0.4 which has NPC stations and run missions. This will earn you isk so you can upgrade your ships and start doing ratting to increase your standing. It will also give you the ability to earn isk to buy Fast Talk which will increase your security rating faster. ________________________

Anyone who couldn't do some basic mining to make enough money to buy a ship to do successful lo-sec ratting doesn't deserve to play anyway

I'd like to point out that i havent actually landed myself in this situation! However I did recently find myself rather short on cash and shipless, so thought it worth asking Yeah, the rookie frig stops you losin everything, but is it possible to run missions in a untampered with rookie frig? i spose you could keep bringing em in till you finish the damn thing...
And fast talk...i'd forgotten about that, cheers

This is why I recommend to EVERYBODY to have good mining skills.
Doesn't matter if you hate mining.
Being able to exploit resources is such a valuable ability, and it doesn't even require fighting anything, all you have to do is find a rock floating somewhere and mine it.
Its like picking up free gold off the ground.
As I said you don't have to do it every day, but its like learning "basic economic survival 101"
Imagine if you're a conquerer.
Your name is Ghenghis Khan and you conquer oilfields.
So you get to Saudi Arabia, slaughter everybody and say "haha the oilfields are mine!"
Then you realize "oh schit, I dont know anything about drilling oil"
Yes you can go hire ppl but wouldn't it be smarter to have picked up a book on exploiting the resource you wanted to conquer?
Minerals are the basic resource of the game.
Harvesting that resource is a basic skill.
Everybody should know how to exploit resources.

go find a 0.0 corp and pod jump out there, hopefully they will give you a ship. where you can rat and fix your sec status (and make isk) or pvp all you want

Fortunately , faction police and concord don't shoot pods. If I were to lose all my stuff somehow , I could still fly my pod in highsec and try to scam people for a kickstart.
If a player manages to get stuck in a lowsec pocket , with no ship at all , it's basically game over , yes. Eve does not need such players , that is , they have nothing to gain playing the game if they suck that much. Natural selection.

because you can make an alt, and poof, you have isk and a ship and standings, you can keep training on your main, and send it all the isk you make

Kind of a metaphor for people who fall through the *****s in real life, isn't it? So many young people out there on the streets, stuck in poor areas where there's no work, with no money to buy a car for commuting, without social status to get a helping hand. Sadly, such people are easy recruits for criminals and lowlifes of all kinds.
I imagine this is how a lot of pirates start out. First you're on your own, committing petty theft (ore/loot) and begging for handouts. Pretty soon the local pirate gang recruits you to do suicide jobs like 'tackler' in exchange for a fraction of a share. Within a few years, you've committed so many evil deeds you can't even remember where you went wrong. Sigh.

There are also a few 1/10 static complexes scattered here and there. (including low-sec) It'd be a long-ish fight, but you could eventually work your way back up to some decent gear. _______________________________

Now being serious, there are several ways to earn money back, 1 is to create an alt and help you get up by making missions and transferign the money, the other way is the very basic mining.

1) make alt of same race solder spec 2) do the 10 event missions 3) contract the 2 free frigs and transfer the million or so isk you get from those missions to your main. 4) ??? 5) Yarr!
