I have run more than my share of starbases in my EVE experience, ranging from small industrial towers in backwater systems to supercapital shipyards without invulnerability. After my first month or so, I developed a little tool in Python to calculate fuel requirements for a control tower. Later, I decided to create a full-blown GUI and redevelop the application under .NET architecture. The code is not pretty, and in fact it's filled with legacy functions and poor programming practices. Nonetheless, it is a compact, fast tool for calculating the fuel requirements of control towers of all types and configurations. For the past year or so I have distributed this tool to a select few friends, but now I have decided to release it to the general public.

While I have tried to make the tool pretty self-explanatory, it has not seen use from more than a few people. I appreciate any suggestions. In a week or so I will be totally redesigning the tool from the ground up, so I look forward to some input.

Any ideas on how it can be improved? I've been told I should put some sort of price calculator in, but I want to make sure the design is as streamlined as possible for quick responses to starbase attacks and whatnot. Maybe I could create a totally separate section for economics of fuel? (Find cost of a certain amount of fuel, find amount of fuel for a certain amount of ISK, et cetera.)

I would also like to see costs.
Also, it would be neat if I could input where the fuel is (or where I bought it), and have it optimize my route based on my cargohold for fewest jumps possible. or just tell me how many jumps i have to make. and then decide whether prices in other regions are cost/time effective.
How about adding which modules I have at a pos - i have lots of stuff anchored and have to on/offline things all the time and can't remember pwr/cpu.
I also like it just as it is thank you for sharing!

Your first suggestion is interesting, but probably not an ideal feature for this program. There are way too many factors involved, and it goes against the streamlined 'all-in-one-screen' style. You can probably make use of tools like EVE-Map and the ingame map system to figure routes out just fine.
As for Powergrid/CPU consumption, there are many spreadsheets and tools out there that help immensely with this. I have created a spreadsheet for my own personal use, and I may develop an application to make the process easier. I'll post about that if I ever get around to it. 
The idea I am currently toying around with is creating a separate window or tab in the program for economics and whatnot. Each output on the main page will have a 'Send to Cost Calculator' option, which will transfer all the numbers to the inputs in the economics section; prices for each fuel type could be inputted there, and then a few simple tools dealing with ISK and whatnot could be thrown in. Thoughts?

A very nice tool indeed. The refueling calculator is especially nice.
The only problem I have found is that your fuel rates (at least for a Dread Guristas medium tower) are incorrect for oxygen and coolant. The quantities for the refueling calculator end up with too much oxygen and not enough coolant.
It also seems that your strontium rate may be incorrect also.

Hmm, interesting-- the only experience I have had with faction towers has been using True Sansha Control Towers, and with those the calculator worked. Could you maybe give me some hourly consumption figures from a Dread Guristas tower and note the circumstances? (CPU/Power consumption, sovereignty, et cetera.)
I'll check over my code, maybe it's incorrectly selecting a fuel profile for the Dread Guristas option.

Nifty tool, but seems to have the wrong values for True Sansha Control Tower Medium: seems to lump heavy water in with the helium isotopes.

I have updated the tool for the Trinity expansion; the new download link is in the first post. The strontium consumption values have been updated for all towers.
I looked into both the Dread Guristas and True Sansha Medium control towers, but couldn't find any sign that the numbers were wrong; could you be more specific and perhaps provide some raw data?

I'm not really sure, I haven't used Linux for anything outside of servers. It's programmed in Visual Basic .NET, and I honestly have no clue how that works with Linux. I make calls to the System.IO.File class and the Application.UserAppDataPath string, and I'm not sure if an emulator can deal with those.
I can give you my Python text-only version if you're interested, though, and maybe somebody can give it a GUI.

Very usefull tool. And some improvement suggestion is to have it run in the system tray and then have the number in the fuel bay decrease as time goes (don't know how easy/hard this can be) and have an option to send mail when tower have under x days or hours of fuel remaining in it. Also the price tab would be really good.

Nice calculator!
Domination Medium fuel rates are a little off.
Oxygen is 7, not 8 Coolant is 4, not 3 Liquid Ozone and Heavy Water are 56, not 57
