This issue is similar to what myself and another player have described here. Does the rest of this apply to you, too?

OK let's see, i got the same message, this occured after installing the patch for the test server on a separate copy of eve. Only thing done in software was this on the computer.
Basic: WinXP 64bit AMD6000+ 2GB ram Nvidia 8600 no Firewall no Anti-virus no Pop-up blockers or such software
Tryed: Uninstall and install Uninstall and install after reboot Uninstall and cleaning every scrap of CCP and EVE realated in regedit, before reboot stoped all startup in msconfig, and tryed install. Uninstall and copy installed version from friend computer.
Still same problem, no worries for me as carebear. :P But it is very annoying. _____________________________________________________

This can happen from time to time, the best advice I can give is wait a few moments then reconnect, generally it works, obviously if it doesn't try rebooting and/or clearing your cache but invariably all it is is a case of waiting after you've tried to reconnect too quickly after exiting/dropping from the game.
