The people that have trained to use cov ops and recons and fit the cov ops cloak deserve to do what they want in system. fitting a prototype cloak on a bs is BS.
Easy- Set cloak bonuses for cov ops and recons and not for any other ship. that way, they can't be fitted.

Seriously. There will be no "ninja" ratters if you have ships in the system. I see no point complaining about people making use of resources no one is going to use anyway. You basically want to stop people from killing evil pirate npc's at your sovereignity. Aren't they actually doing great service for the country and the queen?
If you ask me there should not be rats in sovereignity 4 constellations. Dang those 0.0 isk farming alliances.
I can understand it's annoying to have a real enemy cloaked in system for 23/7, but I see no reason why single BS taking 15min break would harm anyone. At least people holding sovereignity can dock at their stations and warp to pos. It's pretty much too much to ask that people would stay logged in for 3++ hours while roaming in 0.0

tbh id have to agree with the OP afk cloaking in systems is really sucky at times but tbh i dont think ccp will give a dam as these AFK cloakers are paying for that account even if it is just being used for a toon just to sit there .. ive beeen playing since 2004 and my thoughts on ccp is that they wont give a dam about anything unless it effects the ccp companys profit margins . to sum it up they are selfish iclantic prunes, hence why i wont come to iceland . if i did id be tempted to bring my chainsaw
