As a low-sec pilot I really appreciated the considerably higher agility that HACs had in comparison to battleships, while they could still dish out near-battleship DPS. Thus I went straight from BCs to HACs. I never really got into the role of flying a battleships, since in small-gang warfare they're always the first to die when you get blobbed (or in fleet warfare, your personal survival comes down to whether you're unlucky enough to get alpha-striked), so I never really flew them or developed the personal experience on how to fly one properly. However in my HAC many level four missions seem to be going fairly slow, and since battleships have more powerful weaponry it stands to reason missions will go faster, right?
After running the numbers in EVEFit, the results of potential level four mission ships I can currently fly are as follows:

Mean little bugger. Balance resists across the board means it can fight just about any type or rat well. The only problem is that the even with an AB it seems to spend more time chasing down enemies than shooting due to the range of HAMs.

My Battleship and Cruise Missile skills are level 4, but my drone skills aren't all that hot. However, I'll be taking triple the damage from torps, and lacking the enhanced resists that T2 ships have which worries me.
However, I still have slots for two heavy Nosfs -- though I'd rather not rely on them too much, as I'm uncertain how the new Nosf overhaul might affect PvE. Assuming Nosfs drain at 100% capacity, I can boost effective tank to 800~ points.

With Antimatter L ammo the guns eat up a ton of power; I can permatank the 816 points when all guns are not firing. Downgrading to 350mms helps only slightly. If I use 4/4 gun/missiles in place of 8/0, then the stats match the Raven but with 5% better tank, -10% dps. If I go 4/4 I might as well just take the Raven since it costs 50% less ISK.
Any thoughts on which I should use? It seems to be a tie-in between the Raven and the Cerberus, unless I've overlooked something. With the Cerberus I'm guaranteed to win due to it's amazing permatank, but with the Raven do I a lot more damage... _______________________

First, may I say what an excellent post yours is. Clear setups, questions and thoughts. Very nice to read.
Now, the problem that comes to mind from your setups is still lack of dps. Under 400 is a tad slow to mission in. One option is using a heavy cap booster w/ 800 charges for your Raven, and getting that 3rd BCU, maybe a BoostAmp as well in there. Room for a DCU too, make your tank even better, and you'll have to boost it less.
Many would disagree, but I'd consider using 2x PDS and putting 2x 350mm Rails on there, to up that dps number a little. With gun, missile and ship skills at 4, but with good drone skills and t2 hammerheads, you'd optimally be looking at 540-550dps against bigger targets, which is getting acceptable imho. That's with Arbalests and Prototype Rails.
So setup would be Low: 3x BCU T2 2x PDS T2
Med: XL Booster Boost Amp 3x Hards Heavy Cap Booster w/ 800's
High 6x Cruise 2x 350mm Rails

Mm, I've always wanted to try a Dual Sentry rig Ishtar, should be a very good for a HAC. If you can squeeze in an Omni, that would be almost 540dps at 35km optimal from drones, two omnis makes it 40km. T1 Gardes drop to 450dps at 28km, with the Omni. T2 Wardens drop to 400dps though the range goes up to 84km.
But OP said drone skills weren't so hot.

How about a command ship ? If you can already fly HACs the field command ships aint that far away. Would be the middle way between BS and HAC. More DPS then a HAC but not as slow as the average BS.

wouldn't just running missions in high sec with a faction fitted bs be the best??.. <--newish char and never been to low sec so I don't know how much better it is than empire.
My abdddon has 800 dps at 20 km and 670 dps at 59 km(w/o drones) and it slaughters blood raider, sanasha, and angel missions

Ditto. If the OP has decent HAC skills then they should be most of the way towards being able to fly a CS and they would certainly have the right support skills.
My Astarte makes quick work of most level 4s.

Ditto. If the OP has decent HAC skills then they should be most of the way towards being able to fly a CS and they would certainly have the right support skills.
My Astarte makes quick work of most level 4s.
Whats your setup? I've been trying to find a good pve setup for the astarte.

Most things melt at this point, with the exception of the tougher BSs.
The only mission I found that stopped me cold was Worlds Collide in feb of last year. I couldn't manage that at all and have not been offerred it since. Every other mission is a big old barrell of easy.

Heh I find rails to be too slow, I got a rack of neutrons, a cap recharger instead of the tracking computer and aux nano rigs. Still doesn't tank enough for 0.0 plexes/anomalies, I get my alt to remote rep me :(
edit: the lower cap use of the blasters allows me to perma-run the rep.

While Blasters will do more damage than rails and will destroy a target faster, their range is significantly shorter and whatever time you might save will be more than offset by your travel time to targets.
As I said, I can warp into a lvl 4 mission DS and start blasting away at targets some 60km away, thinning most of them long before they got close. This also minimises the amount of DPS I have to tank. So missions are faster and safer.
Blasters are more fun and I did level 2 missions in a blaster fitted Thorax and do some level 3 missions for fun in a blaster fitted Brutix or Vigilant. Level 2 missions, the time difference between blasters and rails is not significant. It is more so for level 3s.
So in short. Rails are faster.

A lot of angels love mwding right next to you. But yeah the far ones are a bit of a pain.
