I'm interested in smaller ships ( don't want to spend skill time for a drake or raven) and I would like to know if assault frigs can make it through level 2 missions. On the other hand should I scrap assault frigs and stick with my caracal ( it seems a bit frail to me). My plan is to go for a cerberus or rook so I will get the mechanic and some other skills anyway ( needed for both HACs and assault frigs).

With proper skills and setup an assault friggy will definitely do any level 2 and even some level 3. However, it still lacks damage compared to cruisers, although they have greater mobility and similar tanking ability. If you're going for HAC - then you should give AF a try, it is a nice ship class. I myself used to do level 2s in a Retribution (amarrian assault friggy - i still have it in my hangar).
For level 4s i'd highly recommend training for battleship, since none of caldari HAC or CS can compare with properly fitted raven in damage on those. Also for level 3s drake is recommended too, due to excellent passive tanking. Although HAC will be just fine too.

AF's will tear through lvl 2's and nearly all lvl 3's with no problems. Of course you want to get your support and damage skills up a bit to help with this, but it should be too easy.
Lvl 2's basically see a casual cruiser along with the myriad of frigs. Lvl 3's see BC's introduced, with maybe a rare BS here and there.
Cruisers and AF's both do missions about even, although that is highly arguable. I used an Assault Missile Launcher equipped Caracal when I was pounding out lvl 2 missions, and it took me only a few minutes to complete each one. Although I think an AF would have similar results with T2 weapon systems.
Rock the AF for lvl 2's, and then fly a Caracal when you are training Cruiser 5 to get comfortable with it, while you prep for a Cerberus.
Although you wont make very much isk in lvl 2's, lvl 3's are pretty difficult in a Cruiser, some too difficult, although I do have friends that run lvl 3's in AF's just for the challenge.

I'd say they're about even on damage. Since most of the rats are frigs your small weapons will hit more often, so you'll more than make up for it. Plus there's the extra bonuses to even out the discrepancy from fitting fewer small weapons than you could on a cruiser.
Plus, it's more fun.
As for which AF, it depends if you're skilled for missiles or guns.
