I seem to recall a danish player being banned for about 3 months for doing exactly that (skill change). It was about ~2+ years ago

You got it good, that cost me 865k SP on Amarr BS V. It wasn't even because I'd forgotten, but because I'd put my clone in a station without medical service, and got a black screen on undock.
But I won't repeat that ever against.

they dont need to - they already have max skills cos theyre CCP - not saying they dont have (relatively) n00b alts as well tho
