Right, here's the low down:
Two 25m SP+ Characters, 1 Minmatar, 1 Gallente, each can run their respective races' lvl 4 agent.
Both can use every t2 ship within their race (except Oneiros and Eos), t2 fitted.
What ships would you suggest using for a lvl 4 missioning tag team. I thought perhaps a 4x shield hardener, max DPS Tempest, with a perma-running 4x LST II Dominix backup to help the Tempest tank full aggro.
Wallet limit: 500mil.
Thoughts?

You are going in the right direction but switch the tempest for a maelstrom, as it got a shield bonus.
And then use a domi as remote repp platform + drones for damage. If all t2 you should come out at under 300 mil pricetag if not less. be sure though to fit the maelstrom with altilery and a nice resist tank. Let the domi do most of the repping and use the boost only when you need too or feel for it, just as a safety meassure.
Or you could do it with a megathron for som serious DPS railguns, and use a mealstrom for tank and damage too. though dont forget 5x heavy shield bots from the mega to help the meals tank. Can do same but with a hype as tank and meal / temp as damage dealer. all by your own taste.

i use a drake for tanking and an astarte with 250mms, 3 magstabs, 2 tracking enhancers, 1 ab, 3 cap rechargers (those rails burn cap especially if your shooting while ABing)
and 5 meduim shield drones.
does bonus level of angel ganza in 15-20 minutes.
5% damage implant for astarte pilot. and 3% shield capacity and recharge implants for drake. 4 t2 lse, 2 t2 invul, 3 purger, 2 power diagnostics and 1 t2 shield relay for drake the drake pilot.

Not quite an answer to your question, so apologies upfront. I PvE with my buddy and we use Maelstrom (1200 arties) and either Raven or Nighhawk (obviously not Gallente, sorry). Either of the missile boats will kill the small and the big, The Maelstrom has plenty DPS (ahem, well, against the larger slower moving stuff) and between the pair of us, tank isn't a problem in 4s.
To get more to you point. Why Tempest over Maelstrom?

I thought I'd use the Tempest because with 2x Cruise Launchers it out damages the Maelstrom, and with a remote shield repping dominix i wont be needing the maelstrom's shield tank bonus.

Aha, right, I'm with you. I guess my situation is a bit differerent: Assume you're both going to get aggro, but try to pull more with the Mael so the Raven gets an easy ride. Now that we've started with the NH instead, I'll crunch the numbers and maybe give the Temp a try.

Hmmm, i already have BC 5 so training Caldari cruiser 4 and getting a Drake is a viable option, and easier too since i can effectively leave the Drake afk whilst cleaning up with the damage dealer.
How much DPS can be expected from a full room of rats on an average lvl 4 mission?

How about the Gallente char in a gank rail Astarte and the minmatar char in a perma-run Claymore to tank.
Setup might be something like this:
8x whatever
1x Gist C-Type Large Shield Booster.
2x Caldari Navy Shield Boost Amps.
3x Rat Specific Hardeners.
3x PDU II
1x DCU II
2x Capacitor Control Circuits
Permaruns and tanks about 1.1-1.2k of Racial DPS.
Will tank even more with 5x Medium Shield Maintenance Bots from the Astarte helping it.
Fits within the 500m budget I *think*.

in my experience of missions, if you have a remote rep ship you might as well paint target on its head for all the rats, it will draw agro like liquor locker draws the homless.
also in missions like serp blockade you can expect to have a lot of trouble with the maelstrom if its drawing agro since you will be the one damped to hell and that kind of job is far more suited to a drone or missile ship that doesn't necessarily need a target lock.

this is why I go with a two battleships fit for L4 solo work. Honestly it's nice because if one BS is overwhelmed and the other's rep drones can't overcome the dmg, there's time to eliminate the majority of that dmg and avoid warping out. I currently use a L4 solo-fit Raven and L4 solo fit Domi. The other advantage is that I can drive away pirates(though lacking a scram I can't kill them). Fitting out each ship for pvp and raping some pirate *******s isn't too difficult either!

tbh, the most efficient 2 ship combo would be Raven/NH
Raven w/ torps starting on BS ships and going down from there, NH w/ HMLs hitting the Frigs and going up.
Both can hold their own if you cant get agro on just one ship (a problem when running missions ect when you have a dedicated tank/dps ship)
Come Trinity tho, get them Missile Range implants, and Javs on the raven, but other then that keep the setup the same.....
That failing, Mega w/ Blasters, Pest w/ Arties.

I use a Nighthawk, and a CNR. The NH tanks and can kill BC's cruiser's and frigs pretty good, and the CNR takes down BS's very fast.
