Laser Raven Theory
Laser Raven Theory suggests that situations exist wherein a laser can be fitted to a Raven for optimal results. Certain conditions apply and all of these must be met for the Laser Raven setup to be pratical.
1) The Raven is being used to destroy drone or Sansha rats, and other rats with high vulnerability to EM and thermal damage. 2) A second ship is used for the looting and salvaging of the wrecks, making tractor beams and salvagers unnecessary on the Raven. 3) The pilot is aware of how to avoid encounters with hostile ships while ratting, by watching the local window at all times, having bookmarks to safespots, and if necessary, staying aligned to a safespot or celestial object while ratting. 4) The pilot never has capacitor issues. 5) The pilot is willing to spend isk on the laser(s), and an ancillary current router rig if applicable 6) The pilot is willing to train energy turret and controlled bursts skills.
The benefits of the laser
High DPS and an ideal damage type for drone & Sansha rats which are weakest to EM and Thermal. A mega pulse laser will do more than half of a siege launcher's worth of DPS with short range crystals, increasing your Raven's DPS by 5-10%.
Nearly perfect variety of optimal ranges from multifrequency to radio. Drone rats engage at a wide variety of ranges and are usually within this spectrum. Ability to switch optimals instantly is extremely useful.
Lasers have excellent tracking and will almost always connect with a battleship rat.
Lasers do not consume ammo, which cuts costs and leaves more cargo space for torpedoes.
The one drawback of the laser
Capacitor usage. Although a laser uses more capacitor than other weapons it is still very insignificant and overestimated. With rapid firing 4, controlled bursts 4, and a best named Mega Pulse Laser, you will consume 2.4 capacitor per second with standard and 4.3 with multifrequency. Compare this to an active single-resist shield hardener which uses 2 capacitor per second, or an invulnerability field which uses 4. One single heavy NOS regenerates 10 capacitor per second or less, depending on quality.
Other high slot options exist, however they all add up to lesser ratting efficiency than lasers and are thus inferior.
2nd Heavy NOS- Unnecessary if the Raven already has no capacitor issues. Drone rats do not repair themselves and NOS has no negative effect on them. This offers more pvp protection than most other high slot options but safe ratting practices make this insignificant.
Cloak- does nothing that warping to safespots, and warping to friendly POSes can't do already. The scan resolution drawback of the cloak results in slower ratting and makes the cloak counterproductive.
Autocannons- Range is too short to be useful and the DPS is small, even with EMP and phased plasma ammo. Medium Artillery- Only two useful ammo types with very similar ranges, very poor DPS. Large Artillery- Poor tracking, poor DPS, two useful ammo types with similar ranges. Blasters- Range is too short to be useful, mediocre DPS, ineffective damage types. Medium Railguns- Poor DPS, ineffective damage types Large Railguns- Poor DPS, ineffective damage types, poor tracking. Smartbombs: Nearly useless for destroying battleship rats.
In conclusion the Laser Raven is a more efficient drone ratting tool than the standard ratting Raven when the conditions are met. It may be superior for other types of rats that are vulnerable to EM and Thermal damage as well, depending on the effect of nos on their repair rate. This remains inconclusive at this time.
Possibilities for other types of rats
Autocannons and artillery for angels - 800mm autocannons with Fusion L have been proven useful for Angel ratting. 1400mm artillery has been proven useful in Angel/Gistii complexes and certain pvp scenarios.
Blasters and railguns for kinetic-weak rats such as Serpentis - untested but likely useful.

PVP
Due to the NOS nerf, spare high slots can and should be used for other modules. Energy Neutralizers can be extremely useful but more than one is usually unnecessary. A Raven with cruise missiles has enough spare powergrid for one heavy neut and one mega pulse laser, and a Raven with torpedoes has enough spare powergrid for one medium neut and one heavy beam laser. The advantages with the lasers for ratting are similar to the advantages for pvp - tracking, raw damage, instant ammo switching for ideal optimal, no need to carry ammo, and furthermore a laser will connect before the missiles, hitting the target's shields with an ideal damage type, encouraging the Raven pilot to use a missile loadout designed for penetrating armor which should be done anyway as missiles from a Raven are more likely to hit armor than shields.

Energy neut and cloak im guessing would be a good mix. neut any annoying intys that try to tackle you and then warp to safe and cloak. But thats just guessing i dont fly ravens myself or even rat for that matter.

And I just noticed your idea of neuts instead. That's also a bad idea as it eats your cap alive even more. Where are you going to get all the cap to run your shield booster and hardeners, pule laser, neutralizer, etc? Add a cap booster? I think you just like the "pew pew" too much to let it go, so you're coming up with silly ideas to use lasers on non-amarr ships.
Seriously, Raven + paradise cruise missile +3 BCS = all you need.

I like it. Would one of these with Gleam crystals in be a 'glaven' and one using multifreq be a 'maven'. If you're carrying both crystals you'd be in a 'glaven maven'

you can squeeze out some dps if you add 2 laster in teh remaining highs. but with a 4/4 setup you end up with less dps than with 6 cruise missiles alone. besides you need 3 x anci router and 2 x pdu II to fit such a setup (tachyons)
