How can I restart EVE afresh? Guns and equipment I bought no longer seem to fit slots in my ship and keep getting message saying "not active" I would like to start from the beginning and learn how to shoot pirates successfully and navigate. How do I do this ? Am I best to open a new account when this one expires ?

I have only one question... WHY? 
I mean you obviously have sps in gunnery, why waste it? Just cross train to another type and those you already have can be used for the original type at another time.
Stuff like trajectory analysis etc can be damned useful, no need to waste it if you already have it.

Thanks for reply. I know I've done some training but as my ship seems not to take my weapons and I'm having trouble with how to fight pirates I thought be best to begin afresh and try to get back to original ship.

The only reason to create a new character is because you want different base attributes. Anything else can be made up for after the event.

perhaps u are fitting Cruiser size guns on a frigate?
perhaps your fitting other modules that take upmore cpu/powergrid so u have little left, maybe start with your guns and work your way down!
Perhaps the pirates your shooting at are different from the ones u used to and have different tanks, e.g tanked for EM instead of kinetic!

Phaedrus, don't delete your character because you have alreay at least done a bit of training and it would be a shame to loose it all.
I recomend you start training things like your learning skills and things like engineering skills like Engineering and Energy Grid Management until you have an idea on wich direction you want to train.
Make sure you do the tutorials if you havn't already done them, or reveiw the parts that you are having trouble with.

You could start a new character on your same account. It holds up to 3. If you have all 3 characters occupied, just terminate one character (Mind you it takes 24 hours I believe to be able to confirm a termination)

I think the OP should really really take the time and check out the player guid.
Here a link for the convenience.
And pls at least check the fitting requirement for the guns and what your ship has left.
Plus as an afterthough how come you were able to create that char but are not able to make another one?? (there must be at least 2 more char slots left)

Perhaps this young gent hasn't yet realised that you can cross train ships aswell?
Tell us your situation is and we can give you the right advice on it. Example;
I have this ship... I am trying to use these guns... I cannot fight those pirates... I have no clue about the stuff here in eve, can you tell me what I am doing wrong?
Trust me, this is how it is done here.

Ok I am gunna go out on a limb here, I am guessing you cannot fit med guns on a frigate, and cannot figure out why.
Gimme a shout on this char tonight (about 3 hrs after this post) and I will see what I can do to help.
