All my lvl 3 agents have gotten **** poor in their rewards. Seems the majority of others agree. Is this balancing act to prepare for the rewards lvl 4 agents may yield? How soon till they will be introduced?

Yesterday I might have said yes, Today definately not.
The nature of the agent drops is something Papa etc can change very much on the fly... its also one where taking a short term session as being indiciative of a galactic condition is not wise.
Yesterday we had a very poor T2 drop day by our standards, today I've had more drops, and of higher amounts, than for a very very long time.
Theres just a very large degree of randomness.

Ever since patch the level 3 agent I use has given NOTHING but isk.
Isk is nice, but will make tech 2 a bit hard to make.

I thought the same just after the latest patch, but everything is back to normal. I still get handed out loads of BPO's for items that no one really uses 
Do get the odd tools in there, but not that many.

Ya the randomness doesnt seemed to be balanced well. Seems you get swing from one end to the toher. 2 implants in 30 mins, then nothing much for the day other than small ammo rounds. Get a couple of tech2 items for an hour or so, then swing around to bpc prints. Not really dispersed rewards. They come in waves.

If you're talking about the agent I think you are (name starts with H, quality=15), he's got almost a 98% chance of giving you a tech 2 component/skill/database in the next mission as a bonus. Assuming that the next mission you get doesn't have a specific bonus configged.
Try a couple more missions without declining, quitting, or failing and see if your luck doesn't change.

No, this is not a balancing act. Could be that the "supplied by corp" drops are rarer now though, because theres been such a supply from agents that the NPC corps aren't managing to sell their stuff on the market as much as before.
level 4: soon(tm). Based on the current situation, I'd expect that the next major patch should have them, but I'm making no promises about it.
