I really hoped CCP did not break into this basic mistakes, but they did...
In the client clicked on the download new content button. Then the download started, showed 0% and then told that there were "Network errors" and it would automatically resume. However there were no network errors. The problem was that there wasn't enough space on the target partition (Needs nearly 900 MB). So I freed space and rechecked the client and it did not resume the download. However as the downloadjob was already running I could not start it again in the eve-client.
So the only chance was to manually delete the job from BITS. After that I could restart it in the client and now it seems to work.
BTW: You are running with Foreground priority. It would probably make MUCH more sense to run at Background Normal or Background High.

It should be changing when you tick the 'Download throttle' in the ESC menu. At least it throttled my download when I enabled it.
Also in regards to you stuck download. Didn't the client display a Cancel button in the ESC menu? It did for me when I cancelled one download I just had started. However that one had received some data, so it might be different.

I wasn't ingame but at the login-screen. Don't know if it would have been different from within the game, but as you tell it would be possible...

Same problem here, though I didn't find a "Throttle Downloading" option anywhere in the esc menu.

Your content download is stopped because of a network problem. 0%done. Downloading will automatically resume when the network is back up.
