The first problem exists since the new login screen was introduced.
On TQ: The old login screen is a fixed resolution. After logging in, the client will resize to the resolution saved in the account settings. Best for multi-monitors, if your using two accounts at once on two screens.
On Sisi: The new login screen gets a preset (mostly fullscreen) resolution and saves it globally. After logging in, the account setting is overwriten with the global setting. That is a problem for multi-monitor users, because you always have to change the adapter for the account your logging in, to be on the correct screen.
Another bug (already reported it) that comes with it is that after changing the adapter some texts go missing. Example screens: Normal Missing text after change
Thats really annoying somehow and I hope it will be fixed.
I also hope that the resolution setting is saved in the settings file for each account again, and not saved globally.
If someone knows a workaround for it, I won't mind if you're sharing it

Yes, I seem to be experiencing a similar problem when trying to use 2 characters. If both my monitors were 1920x1200 it wouldnt be an issue, however my secondary monitor requires a 1280x1024 window and try as i might i cant persuade it to bend to my will. Fullscreen mode has a full list of adaptor settings but windowed mode only lists 2 in my options panel: 1920x1200 and 1680x1024. Neither will do the trick unless I play in 2 screens one on top of the other and alt TAB between them or have a window that exceeds well beyond the bounds of the smaller monitor's screen res.
Neither solution is very user friendly :)
While im loving the look of the new graphic content (who wouldnt) much of my gaming is somewhat in limbo at this stage.
I second the call for any amenable tech-heads in the know to suggest any viable workaround.

I only have one option, 1680x1050, in windowed mode. The really crap thing is I can't go back to fullscreen! Whenever I try and change it the screen eve window just flashes and comes backup in windowed mode with a bunch of text missing.
