My fps is 30-43 in a station, 15-25 when I'm doing level 1 missions around 30 or so when I warp and it gets really laggy sometimes I'll get lag locked for a bit. I don't know what's wrong my computer it's only a year old and I have really fast internet.
These are my specs (I used the cnet vista advisor thing because I don't know where else to go)
I've set the resolution to the same as my normal resolution, close all files, put eve as high(it raised it a few fps but not much)

The Geforce Go 7400 is your problem. Even my Geforce 6600 beats it hands down on 3dMark 05/06. Most of the mobile graphics cards kinda suck anyway, and with Geforce you really want 600+ in the model number. 7600 - 7900 etc etc etc... The lower model numbers 7400, 7300, 7200 are really more of the economy cards if you know what I mean.

EDIT: Actually, Christmas is coming up soon... If I could get a gfx card for under $300 what would you recommend?

8800GT is my recommendation. Beats pretty much any GPU in that price range (and some above too).

If I get this how much better will my fps be? And would it work on a laptop? This is a laptop Intel Centrino Duo

Ah, laptop, I missed that. Sorry, don't know much about which hardware is available for laptops.

There are a lot of cards that will give you much better performance...
Unfortunately I believe your graphics card is probably integrated, meaning you probably wont be able to upgrade it in the laptop. I actually can't find any of these cards not attached to a laptop already. Perhaps you might just want to reduce the resolution the game is running at, or turn off shadows. Definately no HDR since your card doesn't support that.

actually all the 7 series support hdr but it's better that he turn that off saves allot of frames and shadow can indeed kill you graphics card http://www.nvidia.com/page/go_7300.html

My apologies I was thinking of HDR and AA simultaneously. All cards in the 7 series with the exception of the 7100 models do support HDR.

8800GTX, 8800GTS, 8700GT
I'd be happy with the mobile chips above 
shame 99.9% of laptops are not upgradable. ---------------------------------
