As it says in the title i wanna know what the best noobie ship to pvp is. For the basics belt pirating or 0.0 frig and inty killing.
Include fit preferably

Kestrel with rockets should serve you nicely. Good damage (no split weapons), enough mid slots for tackling and decent speed. For "only" frigs and most intys it will be good enough.

general use (solo) - punisher w/ biggest plate you can fit, DCU, CPR, damage mods, afterburner, point, lasers (or autocannons) and neut in utility high.
general use (gang) - rifter w/ autocannons, MWD, point, web. mix of dcu/gyros/speedmods in lows. ---

Kessy, Rifter, Punisher, Tristan (I know its not popular but its actually a joy to fly). Realistically, the Kessy is the best, the Rifter and Punisher are even (although I am partial to the Punisher - its tank is a little better) -----------

tbo rifter is the best solo frig for a newby pirate and one of the best for a well skilled pirate.
good dmg, ok tank, good speed, good slot layout. cant go wrong

For killing frigs I would definatly go for rifter or incursus.
Just shove biggest guns, speed mod (prefferably MWD), tackling gear and a decent hp buffer/damage mods in the lows and your good to go.

This. I do most of my piracy in a Rifter, they're amazing ships. They do kindof draw you to spend massive SP amounts to specialise in them, but cost-effectiveness wise, they can't be beat.

If you mean "rookie ship", by all means go with the Velator. Its 10 m^3 of drone bay allows the Velator to exceed all other rookie ships in terms of DPS.
If you mean cheap T1 frigate that you can easily PvP in, I would recommend a Rifter or Incursus.

Well, I fly them a lot - they cost about 2.5M to 3M to replace with a good fit involving T2 guns, a SAR II, some named gear and so on and on. In this configuration they'll own most frigates you ever encounter, noobishly fitted cruisers, and stupid interceptor/SB pilots. You'll typically pop 2-3 things (or more) with each Rifter you lose, steal some loot and generally make anywhere from 5M upwards per each, even more if you get a nice kill. Basically, very easy to reach the break-even mark with them.
The thing where they outshine everything short of an interceptor (well, a incursus is in the same league too) is the redicilous ease of traversing low-sec gatecamps, and ability to generally bugger out if nasty things are after you, thanks to its superb agility. In groups, Rifters do preety nice damage and it's very nice for ganking bigger stuff.
The next best thing are T1 cruisers, since they can kill even more stuff, are still relatively OK to fly solo in low-sec, and when insured it doesn't take too many kills to pay one off. Plus, if you (partially) T2 fit them, they turn into awesome killing machines, but, again, significantly more expensive to lose. It is preety easy to reach the break-even mark with a cruiser as long as you don't stupidly charge into things.
