I definately think it has huge potential, I have considered doing this very same thing recently. I know of several people who are looking to build a titan but don't want to buy a bpo for 50bn+. Having bpcs available more cheaply will definately make a profit, however it may take some time to realise that profit. I would estimate that 10-15bn is the top price for a titan bpc, unless it was high ME (ie not ME0-1 :P) so that will put a limit on the time taken to pay back the initial investment, however if shin ra is planning on buying back all the shares you do not have to pay the investment in full via dividends.
As far as risks go, it is pretty easy to avoid getting suicide ganked with a bpo, and a high sec pos belonging to a 1-man alt corp is also very safe (the bpo will always reside in a station, never in the pos). Moving the bpcs around has the same low risk as the original bpo, if done correctly (from my dealings with shin ra I know him to be pretty sensible in this regard, especially as he no doubt has experience in ganking people :P). Also, I'm sure he can cope with refueling the POS once a month. As I stated above, I doubt you will get 20bn for a bpc so I would say the risk of lower than expected returns is quite high, but not too low that this is a big risk. The risk of demand going away is low imo, there will always be demand for titans, even if they are just for people to show off how much isk they have. A nerf may cause the price (and hence returns) to drop, but I don't think demand will ever go completely.
There is only one risk that is too high for my liking:
This is the issue of shin ra's reputation. He admits himself that he is a scammer, and has been known to scam people. He claims these people vouch for him, but I would like to see them actually do so, rather than him just saying so (I dunno if this is available on scrap heap). A post from each of these people in the share sale thread would be beneficial. However, this is only my view.

Why do you think that? You said yourself 10-15 is the tops BPC's would sell for. That makes the returns pretty darn pitiful for such an incredibly risky venture.
This MAXES at 10% returns... and that's if you manage to get people paying 25 bil or whatever. A max of 10% returns a realistic return of 4-6%. For that kind of return this would have to be one of the safest investments in EVE. The fact that a scammer is running this and the returns are so low should mean that only fools wishing to be parted with their money would be investing.

Shin Ra - will an independant third party be securing this investment? Ie Chibbra has an alt as CEO to lockdown the BPO and you can copy/sell and if something unfortunate happens, he can unlock sell and liquidate the investment?
