An idea for a post-Trinity small scale PvP Gank Domi.
It requires assistance of a tackler, and is a slightly different take on the Dominix (the tackler should ideally be a ceptor, or arazu/lachesis with damps in full locktime script)

Tackle and damp with tackler, warp in the Domi, damp and break lock with ECM drones and ECM Shockwave. The Heavy ECM drones are far cheaper than combat drones, meaning no great loss if any get popped.

+50% drone damage is an awesome bonus. Completly wasted on ECM-drones. You're going with Phased Muons, why not carry 300k a pop heavy t2 drones aswell?
Wouldnt you be better off with a scrambler and letting your friend use a damp instead? If you're using blasters and web, you must be within 10km to be effective, which means you're within a 2-pointer.
The ECM is almost useless when alone as a single module, and it won't void the need for a tank entirely.
if youre going neutrons I'd recommend a shield tank...

If you want a neutron gank domi only way to fit it is with a shield tank, something like this.
Highs

I don't like the setup so its not exactly good, way to many fitting mods for my liking, you can drop the co-proc with a turret cpu implant, but then you don't really have cpu for anything else in slot but still need to drop to c5-l xl booster so didn't see the point.
Pg and cpu is basically maxed, thats with adv weap upg 4.
With 5 ogre II and void with my okish skills pushes out just shy of 1.2k dps. Not bad at all still don't like the shield tanked domi setups though 
EDIT: Didn't know what to do with last 2 rig slots, as i'm always at a loss on shield tanks where rigs are concerned
