This is obviously something to look at. You're already reduced the volume of just about everything else except this one, and required action on this is really very glaring. Make it simple, and perhaps even similar to the volume of the missiles now.
Just as a suggestion, we need more low slot cap recharging items beside fluxes, relays and diagnostics.b This is especially if there are any intentions to nerf back relays.
A Backup Cap Booster --- Low slot version of the midslot Cap bosoter but uses half of the volume of the midslot version.
A Backup Cap Recharger -- Low slot version of the midslot Cap Recharger.
A Backup Capacitor --- Low slot version of the midslot Capacitor. Backup Capacitors generally have half the volume of the midslot ones, but uses proportionately less cap and powergrid.
(Ideas for these are inspired by the Backup sensor arrays and the low slot tracking enhancers).
Also I think midslot Cap Rechargers should be increased to 10% for Basic Cap Recharger, 15% for Cap Recharger 1 and 20% for Cap Recharger II. This is to make them worthwhile if you're sacrificing a very valuable midslot.
Backup low slot Cap Rechargers would be 5% for the Basic, 10% for the Tech 1 and 15% for the Tech 2.
This allows laser users for more thoughtful energy generation arrangements for their low slots instead of just dumping relays and diags in these slots.

I think that all cap booster volumes should be decreased 50%, including charges

Yep Cap Charges need to be reduced in size.
A treatment a la Launcher / Missile volume and size would work well i think.

I can only carry 4 in my hold and 4 in my booster in my Scorpion tank setup

Yep, there size is rediculous. I allow space for 5 800s for a dom, doesnt leave much space for anything else.
Dread to think how other bs's cope
