This wasn't mentioned in patch notes. 
CCP Zulupark just told me in help channel that this is intended.
IMO, it threatens to greatly diminish the value of loyalty points. The mission runners currently grinding for nexus chips will all flock to selling other lp store goods at the same time, and without the 1000 isk/lp npc buy order on the market to establish fair market value for lp store goods, lp store-bought goods will plummet in price.

This is not a bad thing.
If supply of LP goods exceeds demand then the price will drop, if demand exceeds supply then the price will rise. We should eventually arrive at a point where the fair market price for 1 LP is reasonably steady and determined by the players through market forces rather than an arbitrary limit.

OMG PRICE GRAVITY...
It's a good thing, in a sense, if we had a price floor it would be nice, but benefit the macroes a little too much. A price ceiling and no one would run them. Either way, it will come to a point where it will be equal to the people selling and buying. Econ ftw

Good. Another small step towards a player-controlled market, and an ISK-source removed.
LPs should be used for implants and faction modules.
CONCORD provide consequences, not safety; only you can do that. |

Except a lot of corps don't offer any implants or faction modules that are really worth much.
This is a missions nerf, plain and simple.
