Phobos looks like a beefed up deimos with less dmg but more tank, fitting, and an extra med slot.
As long as u dont activate the disruption field u can use it like a hac tbh. (Tip: use mass reduction rig to compensate 4 TONs of extra mass)

no rigs as you will be primary all the time anyway. no nano glitch either since as soon you activate warp disruption module you speed is screwed anyway
why not rigs? they are not that expensive any more...i put them on a frigate so why not on a ship like this...improve your tank, thats what this ships was made for, no extra high damage...HIC can outtank any HAC(in fact, some CS too), that is their strengh, and their fittings should correspond to this idea
