I'm flying a punisher frig right now,
what station should I go to to get the optimal ship upgrades?

there are no optimal, it all depends on what you want to do. Also nearly all modules are player sold, so you will just have to look at the market and see where it is sold, then fly there. That is if i understood what you meant correctly. -sig-
Support the introduction of Blaze M crystals for Amarr! (Or make Amarr the only race able to deal EM damage from turrets).

What's the current Punisher fitting? Also, for ship fitting suggestions find the Punisher thread in the ship fitting subforum.

On the punisher, I have 3 medium beam lasers, with microwave shots. small shield extender, plating, small armor repairer, and power diagnostic system 1

Try replacing that shield extenders with a cap recharger or an afterburner.
It is not wise to mix both shield and armour tanking. Either plan to assorb your damage in shields or armour, but not both.
In the case of Amarr ships, you are best to focus on armour because you have more low slots and PG which tends to be what is needed for armour tanking.

If you're running missions be sure to have faction-specific armor casing or energized plating too, since that will block a significant amount of damage that your armor repper then doesn't have to waste cap repairing. I've never armor tanked anything smaller than a cruiser though so I'm not really sure how well a Punisher does with lows taken up by resists.

is it possible to have sniper like setup with a punisher I wonder, because when I created my pilot I choose special ops.

Sniper in a frigate is a relative term, as they can only shot so far, and don't have the module slots to increase that by much.
Just swap in some long range crystals. Keep spare crystals in your cargo so that you can select the range that you want when you want it.

Don't worry too much about choosing Special ops - there aren't any classes in Eve and every character can train any skill. Spec Ops just gives you a certain set of starter skills to get you going and that's all.
Each weapon group has short and long range versions. For lasers: pulse = short, beam = long. So you could use the long-range ones (dual light or medium beam) on your punisher for a bit of range, but calling it a sniper is pushing it a bit :)
IMO, fitting tracking computers to increase the range of those would be a waste of a slot, you'll get a few more km at most, and there's better things to do with your slots. Most sniper setups are based on ships with turret range bonuses and/or long range guns with long-range T2 ammo.
