They aren't going to predict every use that every player will come up with for any given addition. So when one is so overwhelmingly successfull that everyone is doing it with little significant downside, it's time to address it. YOU should have been able to predict this, it's your failing not CCPs IMO.
Looks like you've been nerfed, did CCP remove your brain - the OP is right

Do you honestly think that CCP can think of every combination of ships/modules/skills/implants/situations in a game like EVE?
I thought this was the reason for having SISI. The drawback of course is that we can't instatrain for the new content to test it. If this was enabled, we could actually have players testing it properly and these 'ultimate setups' would come to light during testing and subsequent nerfs could be done pre-release.
What annoys me more than anything is when mods and stuff that has been around for years are suddenly nerfed. Nanofibers, NOS, dampeners and more. Did someone only just discover the NOS domi? Did the nanophoon just suddenly pop into existence recently? NO. They have been around for a long time but instead of finding a counter, whiners got old and useful mods nerfed into things that do nothing more than take up a slot.
New stuff I can understand but old stuff... WHY?

Oh, the cutting witt. Did you spend trinity downtime sharpening it?
I have A LOT of skill points, have been on the recieving end of MANY nerfs and not one of them was totally undue. A few arguably too extreme, but I never felt that my time had been wasted and I still manage to make damned good use of those ships. it's not CCPs problem if you're not capable of being successful in a ship that's had it's claws clipped a little. Other people are managing just fine with what they have and finding new ways to make the most out of their hulls. You should try it.

Isn't EVE supposed to be a MMORPG?? Arent they trying to create an alternate Universe/Reality with it's own history/culture/economy? How the hell can you do that when they keep changing the rules of said universe every six months. Theres no consitency.
You spend months planning, testing and training a skill path based on the Eve Universe as it is. Only to have the rug pulled from under your feet and all your planning/work effort is trashed. When the fundamental premise of your strategy is changed in one day. <snip>
In Real Life, you plan, train, and spend money to buy thousands of tanks, aircraft, and helicopters, only to find out that the first time you're in a war, the other side has new stuff that essentially nerfs everything you've done, and your stuff is blown up inside of a week, and the soldiers you have left run away or surrender.
Then, the enemy who defeated you tries its hand at occupation, and their efforts are nerfed by a handful of suicidal freaks (operating in Goonswarm fashion) with mere rifles and explosives.
Sound familiar?
Nerfing happens in Real Life(TM) without any warning. ------------------

Its getting old already.. making them look prettier with new gfx engine does not make it up anyway. ----------------------------------------------- Limit cloaks to cloaking ships! Or Make covert ops`s to scan prototype and improved cloaks!!!

That's not nerfing, that's countering using NEW tech. It's how Eve should be. It would be an excuse to add more mods to the game instead of nerfing what is already in it and has been in it for years.
Nerfing would be you having an army and some god suddenly turns all your 7.62mm SLR's into .22 air rifles but leaves the other side with their 9mm SMG's.

So how does this fit into the role playing bit of MMORPG. Do we assume that every six months we slip through a worm hole into a parallel universe where nothing operates the same as it did before patch day. NOS just suddenly stop working, Drones suddenly stop regenerating shields, ships suddenly develop or lose huge amounts of cargo space.
The fun of EVE is that your effort in time can be rewarded. Over time you can build and develop through the implementation of long term strategies. It's crazy that all your efforts that have taken you months or years can be wiped out over night by some arbitrary decision that you have no say in. People lose billions of ISK every time a patch comes out and a mod is nerfed. Or Months of combat training are rendered useless.
The opportunities this provides for profit making from insider trading shouldnt be ignored, especially now we all know that Eve employees play the game and collaborate with other players. I wonder how many billions ISK are made by friends of GMs an GMs themselves every patch day with the forward knowledge that they have of upcoming changes. Sell of all the crap thats being nerfed the weeks before to other players who have no idea and make sure to invest heavily in the mods that they know will get boosted.
Persephone nailed it way better than the OP. Well put man.
Oh, and I have a question for all you fanbois. Is puckering-up proportional to sucking? I gots ta know.

And the buggy makers all complained about these noisy and expensive "Cars" that started crowding up their streets...
And the audio cassette manufacturers all said their product was just as good as these shiny new "CDs", and cost half the price...
And the Movie Studio executives all huddle together in dark corners to complain about this "Interweb" thing...
