reverse engineering not in game afaik so probably nothing
nanite operations lets you use nanite paste, wich is used to repair modules in flight after theye got damage from overheating them

You don't need the skill to use it, but it claims to reduce the amount it uses.

There are no skill requirements for using nanite paste, but the two associated skills (which do work now, by the way) reduce the amount of paste needed to repair, and increases the amount repaired with each cycle.
To repair modules in space which have become damaged by overheating, you simply carry the paste in your cargo hold, right click the damaged module, and select the 'repair' option in the context menu.
You can't repair currently active or overloading modules, however.
