Probably considered an exploit, and to make anywhere near effective you'd have to use dozens, maybe even hundreds of cans. And that is DEFINITELY considered an exploit.

Yeh it's not really an exploit per se, but if u spam too many cans out it causes lag which is an exploit. If you are having problems with cloakers man there's really not much you can do. i can see how you are worried about maybe them getting close enough to get a warp in, but then just don't fit a sniper gang, bring a mixed fleet.
Really cloakers are a pain in the ass when they know what they are doing. But thats half the fun, cat and mouse games are great.
Gate camps should just launch a large bubble, sit on the gate, and have long range webs and scram ships. Keep a scout on the other side of the gate to call traffic and don't use mixed standings gangs. Keep it simple, if u sit on the gate you can pick your engagement and with your scout on the other side you can avoid a trap. Intel FTW.

Actually, my Rook is a pain in the ass for cloakers, not the oposite. Let them come to me - Rook is a cloakers killing machine.

A buddy of mine told me he did it one time and CCP sent him a nasty little note telling him he'd get in some trouble if he kept doing it or told people how to do it. Not 100% sure if it's really true, just throwin it out there.
