For example, after a a few months of play when all the learning skills are pretty well trained... what would be the difference in training time for the combat skills?

The difference between perfect stats and horrendous stats is about 3 months out of 3 years.
Then again it depends what you specialize in. Suppose you find yourself gravitating toward another side of the game.
Just pick a face you like and get training.

Nothing really. As long as you're patient, you can achieve anything anyone else can. As far as differences between a certain school for new characters, probably a few days, maybe a couple weeks. If you're a combat character of one sort or another, or any subtype of traditional classes, the difference pales in comparison to what you can achieve after a few years as any starting character.

Well, thanks for the help guys. I was mainly asking because of the warning: "Be aware that the Intaki Reborn are among the worst chars when it comes to balanced."

I'm still pretty new to this game so I was just trying to make sure the consequences weren't to dire by picking a character with a low starting perception.

You'd have to give us your actual stats, but there's very little that can't be overcome with some patience and ISK.

As the Caldari you will have already had Caldari Ships and Missiles Trained. Whereas the Gallente will have some Gallente Ships and Drones trained a bit. The latter, obviously, being better. Other than that, The difference is really just a small one. Learning Skills and Implants can make up much of the difference. Big skills take a long time no matter what your build is, so if you are actually deticated to this game your appearance may well be more important than a week or two difference on a few high skills here and there. +++++++++++++++ I saw the Sign...!
