It will cost you 10 dollars or euros, whichever applies.
You need to set up a new character on the account with the portrait you would like then go to my account>account services on this site and choose the change portrait option. follow instructions from there.
You may wish to hold off though, as it is rumored that when ambulation is released we will get the chance to re-make our avatars.

Additionally, the character you are creating for the new portrait must be the same gender, race and bloodline as the character you are going to swap the portrait with.

It's not a rumor, it's been flat-out stated officially that we will all have to remake our characters when ambulations goes live. As for when, CCP has said it will be 2008 for sure, hearsay seems to indicate somewhere in the first half of the year.

In the world of RELEASE branch code, that means 3rd quarter 2008.
