I can't start windows because some file .dll or so is corrupt or missing, with bootcamp now expired and leopard not being an option atm is there anyway I can fix this? I can't access my windows partition from mac .
second problem is Ive been trying to run two accounts on mac in the mean time but when i try to edit the info.plist file it opens up in omnioutliner, which means i cant save it as a .plist.
Help solving either of the two problems is greatly appreciated

If this is HAL.DLL, it pretty much sounds like the same scenario as the 'boot.ini'-trouble the patch had when first released.
If it is indeed the same, there's plenty of tips how to solved it on the forum. But for your convenience here's a fast run down of it:
1) Boot from XP-install CD (Hope you have this one laying around!)
2) Choose "Repair"-option when the installer prompts its options. It throws you to a command line with access to both the CD and your Windows partition.
3) This prompt is hungry, type "bootcfg /rebuild". When it identifies your windows installation just agree with it - Microsoft generally don't like opposition, and in this case they have the upper hand, so we have to play nice! When it asks for Load identifier you can type something like "Windows", it's basically just what it's identified as in the boot menu, you can call it "NERF" if you like. It also asks for load option, you should be just fine leaving this blank.
4) When it has done it's work, a restart is in order.
5) If you have a lucky charm, now is the time to fetch it...
6) ???
7) Profit!!!
This usually makes any Windows that hangs in the start, boot. Unless it's a corrupted hard disk or other hardware related malfunction.
Edit: Didn't see the other problem. If you right click on the file you have options to choose which specific application you want to open it in. This file being pretty much text/xml any text editor will do. I can't remember the specific name of the standard text editor in OSX but it should popup if you open Spotlight (Command+Space) and type "tex". Heck, you can open the editor there and drag the file in it.

Thanks for your reply forando, Im kind of computer illiterate though so I have one further question. How do I load the recovery from the windows xp cd? What I was doing was loading the screen where it asks if I want mac osx or windows, at this point i put in my windows cd and loaded windows. but then it freezes at the message that Im missing a file and ive to restart the computer on the power button... this would be alot easier if bootcamp could be loaded but its expired and I can't upgrade to leopard just yet.

Hmm, I don't know exactly what's going on. But it sounds like it's booting from your hard disk and not the CD.
You can just restart the system while the CD is still in. The Windows XP Installation CD is a bit tricky, it shows a short message early on, where it wants the user to press a key (any will do) to boot the installation, else it will default to starting from the hard disk as usual. The message is show in something like 3-5 sec. Make sure to push a button
Beyond that, I'm afraid I can't help much. Hope you get it solved

To boot from the Windows XP CD you might have to have Boot Camp, since a Mac can't normally boot from Windows-based discs (it's a bit more complicated than that, but that's the down and dirty of it.)
Looks like you might have no option but to run the Boot Camp utility to boot from the XP CD. Doesn't the utility work at all now that Apple released Leopard? That'd be a really dirty trick from Apple (as usual, meh...)
