That's your shuttle's tank. Flashy but doesn't work very well. ;)
Serious reply: I've seen that before when I started warp with the star map open, or transitioned the map from one state to another. Relogging usuallly fixed it and I haven't seen it with my new 8800 GT. Possibly a videocard or driver issue.
If you can reproduce it reliably, I'd suggest filing a bug report so it can be looked into.

Happens to me all the time.
I guess I'll send in a bug report next time it occurs, as I was hoping it would go away with the patch.
I run eve on my HP nw8440 laptop w/ 1gig memory, an ATI FireGL 5600 video card (converted to use the x1600 drivers), and Intel Centrino Duo processor.
I think it's just my card (it did it even before using the x1600 drivers)

Normally happens if you open and close the map whilst in warp.
That's how it happens for me anyway.

I used to get that when running 2 clients in windowed mode on my old GeForce 3 (yes, an original GeForce 3).

It looks like it's just not rendering the transparency effect, which happened to a friend of mine running two clients.
