I've recently tried a few lv 4's, and I find I can kill everything fine, but the problems are with the small frigs; they take way too long for me to kill, my setup is below, any help is appreciated:
High
6x Arba Siege
2x 150mm
---------------
Medium
Gist B-Type 100mn AB
Gist C-Type Large Shield Booster
2x Invul Field II
2x Rat Specific Hardener
---------------
Low
3x PDS II
2x BCS II
---------------
I know it needs work, any suggestions will be appreciated as to what mods I should be looking to get or what to change. Thanks!

Do you *HONESTLY* need that much tank? Fit a target painter and all your problems will go away.
Also... still using siege for missions? How's that working out?

If you cant fit t2 use named
A raven needs drones, Use 5x Hornet, 5xVespa
Cap booster is used for emergency
Co-Proc is needed for a full t2 load
Try that and tell me if it works so i can use it....

They take too long too kill?
get some drones, set them to aggressive and let them go to town on the frigs (watch out for them aggroing things)

Use drones for the small targets. Seriously. And drop the siege launchers, it's very difficult to get them to a decent range for mission-running (though in a gang-support role such a Raven would 'pwn faces).
The classic Raven setup
6x cruise
2x anything (drone link augmentors, NOS, possibly empty to conserve CPU)
XL shield booster (Caldari Navy if at all possible, T2 will force you to downgrade somewhere else)
Shield boost amp II
4x rat-specific hardener II
3x BCS II
2x PDS II or 2x Capacitor Flux Coil II
3x CCC
5x medium T2 drones
5x lights
