Yeah harbringer is good. Also Sacriledge may be better because it uses heavy Assault missiles and missiles are better than turrets for pve because missiles tend to hit!

Can agree with the harbinger, just really need Sansha or Blood Covenant as your enemies.

Best amarr ship i found to run lvl 3's in was a passive tanked arbitrator.
4xSPR in lows 3xLSE II and a invul highs whatever you want i usually had one missle launcher for initial agro and a a few tractor beams and salvagors so i wouldnt get too bored running missions.
ship worked great and was even able to run a few easy lvl 4's if you manage the aggro right.

Arbitrator requires a heavy drone focus and at least Cruiser IV to really be effective.
Harbinger if you need more damage, Prophecy if you need more tank.

Harbinger.
7x heavy modulated beams (multifrequency & ultraviolet & microwave), 1x tractor beam 2x cap recharger II, 2x tracking computer II (optimal range script) 2x Heat Sink II, 2x EANM II, 1x MAR II, 1x Damage Control II
5x Hammerhead II
Fits with AWU lvl 2 I think, and has CPU to spare. Ganks even Guristas hard. Does most level 3's no problem, even passive shield tanks ( ) a lot of the easier ones. Can switch out for rat-specific hardeners in the harder missions. 20km range with multifrequency, and more or less up to your targeting range with microwave. Enough tracking to still barely hit frigates at ~10km. Let the drones eat the rest.
Cheap due to lack of rigs, but can see improved tanking performance from:
1x capacitor control circuit, 1x auxilliary nano pump, 1x nanobot accelerator.

TBH, the Sacrilege would be the best for L3 missions, but seeing as by that time you can probably run L4s...
Harbinger. Enough tank for almost all L3s, and more gank than the Prophecy. 7 beam lasers, possibly an afterburner, possibly tracking mods, cap recharger IIs, MAR II, possibly a DCU II, active T2 armor hardeners (mission-specific), heat sinks, possibly cap power relays, 5 medium drones.

Follow the flow and go with Harbinger.
I used a Prophecy myself, as I like tank over gank to secure myself. I would vouch on Prophecy, if you're low on skillpoints and thus you're able to outlast most things in missions.
But no doubt that Harbinger will end up better with skillpoints, both due to damage bonus but also capable of using medium drones.

I had loads of fun doing lvl3 missions in a Prophecy.
Most of the time fitted with Pulses and 2x Heatsinks. A slightly weaker tank, but I don't mind the rush of getting down to 30% armor before my tank is stable. It's up-front tactics: Wroom into a chunk of enemies, align for warpout (should things get dire, sometimes they do!) and start blowing things to oblivion!
Obviously some missions this tactic is impossible, or plain simple ********, to execute (Blockade lvl3, ships spawning 50+ km away!) so a Beam fit is in order.
Overall, stat-wise, I'm sure the Harbinger is a much better ship though. But I lose my interest in things if they get way to easy! (..like, lvl3 in Drake, anyone?!)
Enjoy, and fly safe..

Probably either the Abaddon or Armageddon, with full megabeams, megapulse IIs with scorch, or tachyons, and mids/lows practically the same as the Harbinger (obviously scaled up in size).

8x duel heavey beam lasers II or modulated
1x 100MN AM II, Tracking Comp II, Sensor Booster II, Cap Recharger II
1x LAR II, 2x Tracking enhancer II, 1x CPR II, 3x heat Sink II
I think this would scream through lvl3's, good damage and lots of tracking, ships bonus and a LAR would be enough tank I think.
You could even fit energy weapon rigs since it would have grid spare. But IMO you just need it to track really well so it hits everything well. Then with 3 Heat Sinks you should be able to burn through stuff as fast as you can lock it - why I put the sensor booster in.
If you dont ahve the skill for T2 use best named

For level 3's: I've been using a Sacrilege, major downside is its short range. Other than it tanks like a charm and because of that resist bonus there is pleanty of room for damage mods (2 rigs and a DB Heatsink for me). I would have to say I like the sound of a Zealot or Harb better because of the greater range flexability but have yet to be bothered trying either.
For level 4's: Abaddon has the most potential because it's bonuses are all business, tanking and damage. However you need awesome skills and a big budget to really make the Abaddon work. I would start out with an appoc because of it's twin cap bonuses, this makes fitting a sustainable tank a lot easier but limits it's potential (particularly with damage) as your skills and budget grow.

lolz he did say the best tho.. might be overkill but a high natural resist, lots of low slots and hight power grid allowing u to fit all heavy pulse, 2 med reps, mwd and 3+ heatsinks.... kinda makes it kick ass
i always use my abso for lvl4's when im bored instead of my abaddon ______________________________________________________________ |
