Pirate attacks some miners in low sec space and goes global. Pirate waits 30 seconds after destroying the miners and then hot docks at a local station while still global, and while in the station, waits out his 15 minute global aggression timer.
Is this a bug, feature or just lame tactics?

not being to dock or use gates for 15 minutes might be a good idea.

it's always been this way as far back as I can remember
thing is, it means he's not palying for 15 minutes, so seems reasonable _

Depends, I'd say. Nothing stopping the aggressor from getting a mission to bang out, go ratting, or do a exposed complex while the "Global" cools down. So yeah, technically, he/she/it is still playing.
Sorry, being nit picky I guess.
But as another said, about locking him out of the gates and stations, I'd say yes to the stations. Gates? Go ahead and use em to move on. The aggressor will be pretty much limited to low sec, as Concord will BBQ his ass if he enters high sec. _________

The miners keep their kill rights on him, don't they? They can still find him and tackle him, and if he fights back the rest of their gang can join in. Unless I'm mistaken. That sounds technically fair, no?

um... please tell me you are not that stupid.
In many cases, the miners will not be especially pvp talented, so the kill right is such cases is completely and utterly worthless. It might as well not even exist. Also, if a miner with a kill right opens up on his target while that target is not flagged, the target can shoot back and STILL not be flagged, so the Miner's friends will have to take a security hit to help (and get concorded in 0.5+).
Transferable kill rights would help a lot.
Play nice while you butcher each other.

To clarify what is going on, we were hunting these bozos, got a scan to their safe spot, warped into it just as they warped out to the station where they insta-dock to wait out their global criminal count down. The station guns had no time to fire on them, and since they waited out their aggression timer, they were allowed to dock even while flashy.

The problem comes from these mechanics being designed for a game world where there is no instas/WTZ. Globally flagged criminals were originally supposed to have to travel 15 km under heavy sentry turret fire before they could dock, and obviously, this isn't the case anymore.

It's a feature in eye of the upcoming ambulation. When it's implemented, you can dock up after him, jump out of your pod and use your phasers of pewpew trying to nail the pirate .... or end up in a too dark alley on a minmatar station staring into a few lock 'n loaded shotgunbarrels from the pirates.
