HI:
7x Heavy Anode Pulse I w/Multifreq
MED:
3x Capacitor Recharger II
1x Tracking Disruptor II
LOW:
2x Medium Armor Repper I
1x Thermic Hardener
1x Explosive Hardener
1x Kinetic Hardener
1x DC II
Quickfit (I know, I know ... its not in-game) estimated 193 dps.
Useful in a role of dps / tank / disrupt while small ships get dirty? Utter unorganized useless nonsense? 2 Tech 1 reppers better than 1 Tech 2 repper and a replacement mod?
Any tips on how to strengthen a Harby tank would be awesome specifically for this role.

I you are considering small gang pvp then I suggest you at least have a cap injector and AB/MWD. Also trying to run dual reps on a harbinger is painful in my experiance, you burn through cap charges like they are going out of fashion (and you have less cargo space then say a hurricane).
I would suggest given that you want to tank dps and support/ewar for the gang something like this:
HI:
6 x Focused medium pulse laser II
1 x Solace medium remote armour rep
Med:
1 x 10mn MWD or named
1 x Fleeting or X5 web
1 x Balmer tracking disrupter
1 x Cap injector (electrochem if possible but mid ranged named will work fine)
Low:
1 x Mar II
1 x 1600mm Rolled Tungsten
1 x DC II (see note below)
3 slots for a mix of EANM II and Heatsink II depending on what would help the gang more
Drones: 5 x med ecm, Remote armour rep or Valk IIs
Note: You will need an IFFA damage control to fit it all if you go for 3 EANM IIs, if you go 2 eanm 1 heatsink it will fit.
Fitting is based on my skillset and assumes WU 5, AWU 3, Electronics 5, Engineering 5, -3% cpu implant. But if you drop the guns down to named you should be able to fit with lesser skills.

u have completely misunderstood the role of the harbinger... its a DPS ship.yet u persist on fitting it as if its suposed to tank something? its not.
Highs:
7x HP II w/conflag or scorch
1x medium neut II
mids:
1x10mn AB II
1xweb
1xscram
1xmedium cap booster II w/ 400's
Lows:
1xMAR II
(optional)1x1600mm rolled tungsten (if ur willing to use 3x ancillary current routers on it)
1xDC II
1xEANM II (remove this if fitting the 1600mm plate)
3xHS II
drones:
t2 medium drones of ur choice, i'd say either explosive or kinetic drones.
this is how a harbinger is meant to be fit. it takes maximum advantage of the bonusses it is given, it doesn't try to be something its not.

You have to put it into context, it may be the case that given his corp/gang size going all our 'moar dps' isnt a good thing and a more survivable/support setup is what is called for. Yes you could potentially do the job better in another ship (myrm tbh), but there is nothing wrong in wanting a non cookie-cutter support style setup.

With that damage fit, I can hold cap for an estimated 2 minutes without using my AB (assuming im already in optimal range) and without using the injector. 351 DPS with anode pulse particles and 4 T1 drones without drone interfacing (yet). Havent been out with the gang in it yet but I will be soon... I would probably sacrifice the webber and the injector for Cap Recharger IIs if we have one or more dedicated tacklers with us. With the rechargers I can hold cap for 3 and a half minutes? Worth the drop of the web and injector?
Edit: Again, I do realize fitting tools are not the end all say all, but its good to have at least an educated guesstimate.
