Please pay attention of EVE community and the developers themselves, this is the way how the petition is answered by neglidgent moderators(the petition is below). I will add that I am a programmer and a specialist in databases, I know how servers and SQL technologies work.
There is the answer to my petition (responding to a petition delayed 8 days). I would like to get intelligible answer. ------------------------------------------------------------------------------------------------

Thank you for contacting customer support. We apologize for the late reply.
We regret to inform you that we have not been able to verify exactly what happened to you and thus are not able to reimburse you. We can only use our server logs for verification as this is the only secure information that we have. Unfortunately, they do not have the information that would be required for reimbursement in this case. I apologize for the inconvenience this has caused you and wish you a speedy recovery.

Im pretty sure posting about it here wont help you one lick, especially when you don't say what you were petitioning in the first place. Im pretty sure you can file to have it escalated to a more senior GM, I recommend that instead of this.

For all we know the GM is right that there is nothing to justify a reimbursement, and he was just trying to tell you that without insulting your claimed version of events.
And even if you tell us what happened, your chances for sympathy on the forums is just above zero.

This And, mods are not "programmer and a specialist in databases", they have tools that probably are somewhat limited and help in 99% of cases. Escalate it as suggested. And naming the thread "sabotage" won't help you.

1. We have no idea what this petition is about 2. Can you explain exactly how the "moderators" are being "neglidgent?" 3. It is neither Irresponsible nor Sabotage, if you believe either then you are grossly misguided. 4. "Can only use server logs to verify [reimbursements], therefore we can't reimburse you." is probably the correct course of action since client logs can be faked or modified.

December 14th about midnight there have appeared bugs in server work during the fight (about 8 ships): 1. I couldn't turn on the modules. 2. The ship was out of control (both keyboard and mouse). 3. In a minute the location was down. I couldn't load the game for 7 minutes. As a result I have lost the ship, T2 equipment, riggs. The answer for the petition was received in eight days. In the same fight another character has lost dreadnoughtt and battleship on the same reason. I think I have covered everything. (my character Mpakobec)

Sounds like your petition was answered.
Dispite what problems you saw, they cannot reimburse you unless they can verify what happened, independant from your claims.
It is not that they GM doesn't believe you. It is just that he cannot reimburse you without that secondary verification.
If he were to reimburse you without that verification, then he would be irresponsible and would be sabotaging your opponents.
If it makes you feel better, I am currently dealing with a case were the GM's have been actually been irresponsible, and it could be said that they are sabotaging me if proof of malicious intent could be verified. However, it is still premature to publish the details. I have been waiting for over 3 weeks now for a Senior GM to explain what has happened from CCP's persepective. Everything could still work out, and the Senior GM could clean up the mess made by the first GM's, but if not I will publish the details of their misconduct as a warning for others.
