Reasonable tax rate
Doesn't forcibly require XX hours of PvP per week (PvP not an issue, but some members have low playtimes), but capable of defending its space from roaming gankers
Mature, respected and honest leadership
Clear Goals, and an infrastructure in place to support the achievement of those goals
Mostly drama free, I know this is the hardest one...
A charter loose enough to allow a corp freedom to act within its own, but clear enough to not allow exploitation.

Grand Stellar Alliance under the PURGE alliance is pretty close to what you are looking for.
We've actually had 0 drama so far and I don't forsee any int he future.
