Someone told me ingame that whenever I see someone with a red minus or red star I should look for a safe spot. But what do the red signs mean? And the blue ones?

Red stars are war targets, they can kill you anywhere, including high sec space. Blue stars are alliance members. Greens are corp members.
Pluses and minuses are standings, blue being positive and red negative. These don't affect the rules, but are a pointer on how to deal with them. Standings are mostly used in 0.0 to indicate who to (not) kill.

If it's blue, it's friendly. Be nice.
A player with a red start is a war target - they can kill you anywhere. A player with a red minus is hostile - they'll likely kill you in low sec and 0.0, but can't shoot you in high sec.

So is it correct to say that a guy that shows a red minus in my local chat also sees a red minus next to my name?

no for a red minus, that means you/r/corp/alliance has them set to red, they may or may not have standings to you
a red star yes, because your at war with them

oh and if your in highsec the red minuses arent much of a threat. unless they want to suicide gank you

you can also use personal standings to assist you in low sec
you set the pirate corps to -10 that way all members show up red and even if they have fixed thier sec status you can see that they are potentially dangerous
also you can set mission runners to possitve that way you know that they are safe.
i use this to assist in knowing if its safe to enter the system with high value assets
