I've got a question, if my account has been deactivated (one of them, obviously not this one since I'm posting), can I buy a GTC with a character on that account as long as he has the money, if so please put one down on

Unsure. However the system sends an Evemail in-game with the offer details as a sell order... so if you can't log in I guess you can't get the GTC sell order.
If you want to research it and get back to me that is OK.

I think I read it sent eve-mail with details but you'd have to accept the offer through account management page wich is still open for me.
I'm not sure though

All a bit fuzzy and I would hate it to screw up for you. There is a post that says "for those who are asking how to post for code if your account is inactive, you just create a trial account and ask for GTC and state the name of your char that has the isk to receive the GTC and then you go into the account management page and accept the GTC transfert.

So, it would seem that you are right. The account management page for the character in question is all you need. The evemail only tells you there is an offer on the EVE-Online Site for you to accept.
If you want me to do it, I can put the transaction through.
