Actually it was daakkon that killed the miner. I simply invited him to the TS and provoked him to, in a sense 'blow up' on us.

Also, to the moron who thinks it aint the real Tank. The real tank would of made that post, not some nobody. It's getting hard to express how stupid you are without breaking any forum rules.

I used to have such fun in gangs with him back in the original curse aliance, wed be sitting on a gate in gang with like 20 others and be shooting eachother with tholarim or someone FCing shouting at us on TS.

Because you won't know the time/date/specific location/target when we attack. Another good reason I want to use outlaws. Besides, even if that does happen which I highly doubt it won't, i'll or I guess i should say we would only lose 15m each. Thats nothing.

For those of you who do not beleive in what im trying to do here or do not beleive in my method. Here is a example to show my knowledge of getting to the gate and suiciding indies or whatever that has good loot in Jita with -10 sec.
Click here for the killboard of a small example (killboard wasn't up for long and I always delete my killmails and usually hate reporting my killmails in the first place so the list isn't as long as it should be  )

the Tank took my first battleship away from me. One of the first to roll off of Techell corp's production lines in Algogille. I still smile when I think of it. I learned a valuable lesson that day, over 4 years ago now, from him and Chandraguptra that I've never forgotten.
As far as his current proposal, I can tell you that I've flown to jita regularly to cash in LP's when I had a sec rating of -8.0 to -5.0. it's doable. I don't doddle anywhere very long, of course. Also I know from experience that it doesn't really take very much to take down a freighter, so I would say it's very possible to do it before concord kills you all...
and to the person who was talking about exploit, unless things have changed recently, it's only an exploit to avoid death from concord while killing people in high sec. If you die while killing them then it's not an exploit, as hi security isn't and never was supposed to be a guard-whacking safe-zone like some of you may recall in Ultima Online. It just means that if you break the law, the cops will break your ship. Ideally they want to do it before you cause any harm, but that's not 100% guaranteed.

The exploit is killing off the faction police and flying in highsec (meaning we -10s are sentenced to i-stab ships and shuttles). Right now, the faction police won't reagress you after you kill the first spawn, but they are supposed to keep re-engaging you. Meaning... permajam, web, scram and whatever other *** crap... indefinitely.

Your plan is flawed...
for each outlaw that enters highsec gets his own custom spawn which will permajam scram and web each sinle one of you, trust me i tried 
unless you plan on useing smartbombs ?
but to smartbomb a frieghter ?
you'd need so many smartbombs all in eachother's range thus they will all smartbomb eachother as well. making it kinda impossible to get off a second volley for most of them
and i'm not sure if smartbombs hit while under the undock invulnerability.
also as i avoid jita like the plage, is 4-4 one of thouse stations you can't instadock at or one with a 0m thingy of 20km like most stations ? cause of the 5km from structures smarbomb restriction
but you probably knew all this already so don't mind a peasant like me
