Can they so this?
Can you (in rapid succession) select maximum velocity, hit the MWD, and activate the cloak? Can you then speed from the bubble camp and warp away?

yes
work the same way as with transports cloaking and instant warp.

Not necessarily. The black ops ships are battleships, with the low agility and acceleration that implies. It's still possible to start aligning, hit the MWD, then cloak and get out of the bubble, but it requires a large degree of luck; you will be vulnerable to being decloaked for some time while you meander your way out of the bubble's effect. -Wrayeth n00b Extraordinaire "Look, pa! the way you put it makes it sound so difficult
step 1) jump to the next system without goin through the gate
step 2) ...
least that's how i wish it'd work what with the devs sayin they'd be able to bypass gate camps :(

They can bypass gatecamps using their jumpdrive, just like capitals do (as long as the target system isn't cyno-jammed, anyway).

EDIT: On the plus side, since they actually move faster when cloaked than when uncloaked, if there's no bubble there isn't a snowball's chance in hell of catching one - they can cloak up, align, then uncloak and insta-warp.
Actually any ship with a cloak can do this, it just takes a bit of skill and practice.

Probably a better idea to take your chances burning back to the gate than trying to warp out of the bubble using your cloak.
