I was using a megathron, with some hybrids, and weapon upgrades was supposed to lower their CPU use from 55 to 44, but on some of them it only lowered down to 53.5,

I don't get the exact same problem but I do get cpu errors when I change ships. It doesn't seem to count the cpu properly anymore and I suspect related to your problem. It's only an issue when you're getting tight for cpu.
Only cure I found is to relog.

Where something says "Reduced by 5%" the way they work it out is strange.
Take a value of 500. You have a level 5 skill reducing that value by 5% per level, so you expect a 25% reduction right??? wrong....
Instead of reducing the value to 375 (i.e. -25%), it is actually reduced to 400.
It works out by <value> / (1 + (<skill level> * <bonus>)) i.e. 500 / 1.25 = 400
Either the descriptions are wrong or the designer never did maths at school.

shurly it should be <value> * (1 - (<skill level> * <bonus>)) i.e. 500 * 0.75 = 375

the problem is that when you switch ships, it calculates CPU usage as if you had Weapon Upgrades Level 1... so far it seems there are two options, refitting all your guns or restarting the client. Both result in the correct CPU usage on your weapons.
VERY annoying bug and I hope the devs get that sorted out quickly...
Your 280mm 'Scout' Artillery I perfectly strikes Sansha's Scavenger, wrecking for 264.3 damage.

Take everything off the ship and refitting it will also work.

I experienced something simular to this 3 months back...
My work around was to activate another ship in my hangar... and then activate the ship I was flying.. to get the correct cpu values..
Dunno if it works now tho..

really strange bug, ive noticed it myself .. i change ships and all the modules on the ship now wont come on .. its like your skills reset slightly .. a couple times i took everything off and then put it back on and managed to get them all to come back on, but i still didnt have my full skill bonus in effect till i rebooted ...

Does it also apply to PowerGrid? I have a module on my Bestower that I can no longer activate - Powergrid seems the same as before, but i have only three points left and need 6 for my scanner
