As the title states what is the most skillpoints possible on a brand new character? I believe I remember something around 1.7 Million SP's

It varies, but it's never above a million skill points. Unless you buy a character instead of making a brand new one. ---

IMO, that is one of the only drawbacks to a game where you train skill as a factor of time, because new characters will never, ever have a chance to catch up to older characters. It's not so bad when the game is one or two years old, but when the game is as old as this one is, a new player really doesn't have much of a chance at the big time.
If I were a dev, I would probably speed up training for characters below a specific number of SP, probably < 5m. That way new players have a chance to get to a level of semi-even ground.
*edit - Take this character for example. He's got 1.8m SP. When I first started back in 2004, that was a decent amount, but now I'm considered a total newb. Weird huh? (I took some massive breaks inbetween times I've played)

There used to be huge differences in the amount of skill points a character started with (from say 30k to 300k skillpoints). Since Revelations, all new characters start with 800k to 820k skill points, so for your skill points it doesn't matter which path you choose - the only difference is where the skill points will be. =AFK=

Older characters will always be more versatile, but SP is spread out accross different professions, ships, etc.
For instance, if you train all the skills relevant for flying a drake you cap out around 30 million SP. At that point there's nothing more you can train to be a better drake pilot so you are in fact equal to players with 90 million SP when you're both in a drake. The only difference is that that 90 million SP player would be just as good at flying a Harbinger.
Depending on your choices, it only takes 1 to 2 years to catch up to the oldtimers when you specialize.
