He did, just worded it differently. 
0.895 x Rate of Fire amounts to the same thing as deducting 10.5% last I checked.
Although I cant speak on behalf of BBBB's gyros really, just ours

Ah, glad you could stop in during your busy travels Ship Captain Death*****. Did I pronounce that right? Has a rather unique ring to it for a Minmatar name. Perhaps an age old reference to an Amarr master far in your familyÆs history? But I digress, my apologies. I have been accused of being too curious and interested in BBBB customers.
I had overlooked that a large portion of Ship Captains prefer to convert Rate of Fire bonuses to a percentage figure. As youÆve so kindly brought this matter to my attention, IÆve edited my original communication to present both formats. In this manner I hope to show BBBB is responsive to our clients.
Ship Captain Arthur Daily, it is a good day when the quality of BBBB merchandise is publicly vaunted. Though I must admit, our research department tells me that it will be some time before we are able to make our products distinct from other reputable merchants.

Windwalker, just to let you know, the tech 2 weapons mods can now be sold on the market should you wish, seems to have come in with the patch. Also applies to most of the tech 2 modules that have been released with maybe a few exceptions.
