when is the peak recharge rate achieved? does it recharge faster half full or nearly empty?

At 33% (same for shields).
Peak recharge rate is about 2.5 times the average recharge rate (max. amount / recharge duration).

For a more practical application:
"At what percentage of cap (or shield) have I crossed the peak, and am on the downside? Meaning, if I haven't stabilized by that percentage, I'm not going to."

Between 30-33%. As the guy above says, if by that time you haven't stabilised with a setup (and I'm assuming the OP is talking about mission or other PVE content) then you're never going to.
And to the guy that said it's about 50% on his logi. No, it probably appears that way because those things are cap monsters. Big fluctuations in their cap once you hit that 50% mark because they recharge so quickly and if you've got them setup right, they also drain quite quickly.
My Baski setup has 2500cap units that recharge in 46 seconds. So, once everything is turned on, it goes between 40-60% quite rapidly.

Fastest Recharge for cap/Shield is EXACTLY 30%.
However, if you are timing your shield boost etc, then never go beleow 30%. This si why some people think 33% or 39%. The actual ingame formula is 30%.
