Based on agent quality, sec. status of their system, social skills, etc. There must be a way to do this but I really don't know where to begin.
Anyone have an idea?

The following stuff are just observations and assumptions:
It looks like, that going from an agent in 0.5 or 0.6 to 0.1 roughly doubles the agent reward. I would assume that going from 1.0 to 0.5 doubles it too.
The effect of agent quality on the outcome is well documented for R&D agents. There the effective quality is a percentage modifier of the reward. For example an agent with an effective quality of 30 gives 30% more reward than one with an effective quality of 0.
Maybe you can confirm this by your own assumptions. Tom Enzo |

Anyway, effective quality alone is a pretty good way to gauge an agent's worth aside from the fact that security rating doesn't effect it. It would be convenient to be able to figure out the worth of a 1.0 QL20 agent compared to a .5 QL-8 agent, for example, without a lot of trial and error.
I've heard different things from different people about the increase in LP/payouts as you step up the security rating ladder and I was just hoping for something more official

Don't forget to take Distance to decent trade hub, members in the system and adjacent systems (lag), amount of resources in the area (ammo, etc) and any lowsec in the constelation.
