Wouldn't Caldari ships be all about cost/benefit and the pursuit of efficiency? Even if their technology isn't any better, there are several reasons why their ships would have less crew.
Caldari ships might work longer shifts than Gallente, e.g. if Gallente crews have 8 hours on-duty, 8 hours off, 8 hours sleep, the Caldari crew instead get 12 hours on-duty, 4 hours off, 8 hours sleep. That would mean less crew to cover all functions, because you have 2 shifts rather than 3. The individuals might function less effectively, but that would be balanced by the increased proportion of fighting weight compared to non-fighting weight of the ship.
Or the ships technology could be designed on the principle of being easier to replace than repair. This means less crew necessary in workshops and engineering. e.g. instead of fixing a piece of electronics, you just take it out and replace it. That might be more efficient in terms of crew requirements, ship volume usage etc.

On my ships there is only myself. I am a fully integrated pod pilot and have rigged every single ship I own in such a way as to no longer require human crew beyond myself.
Maintenance, munitions, targeting, engineering, weapons, etc., are all controlled by me directly through interface computers. Small fleets of drones patroll my ship on constant alert to the ships needs. Clouds of nanites flow to where they are needed to repair, modify or tweak components as need arises or my commands direct.
I am one with my ship. It is a part of me.........or perhaps I a part of it. The line blurs. Running my ship is no more difficult in intricacy than breathing or making sure my heart beats. My bodies functions occur without conscious thought and so do the functions of my ship when I am in her.
Ships without pod pilots need human crew and plenty of them. A capsuleer, a competent one, needs only himself/herself and a well fitted ship. This is why pod pilots are so feared in the EVE universe.

I would think that given the Caldari State's pride over it's Military, and it's pride over it's technological might, it would crew it's ships to be 100% operational at all times, with 100% efficiency.
Half asleep crew members with lack of sleep would be a bad idea. Plus, with the inclusion of tube grown Navy recruits, it's not exactly hard for them to find very cheap, very highly and specifically trained personnel.

My mistake. I always see carriers from a fair distance away and normally while I'm in a cruiser. Hard to scale them while aligning to gtfo of dodge heh.
