Yes, for the character who clicks the 'Refine' option on the right-click menu of the refining array.

thanks ours must be bugged since on of the corps best refiners is always getting 75%.

No, that's correct. The refining arrays operate as a 50% base refinery with a "tax" on ore. For the intensive arrays, they have a 25% tax, hence the most you can get is 75%.

^ This is correct, the best you can do on a refining array is 75% regardless of skills. Except ice, ice refines at up to 100%
