I don't know why this is happening but It is and with a high frequency, It seems to happen at random, I'm warping and EVE freezes for a couple of seconds then I'm doind a missions and again the stuttering or I'm just auto-piloting and there it is.
It's becoming very annoying and I have no idea what it is, my FPS are good, around 50-60 on a non-populated area and about 30-40 on a populated area.
My system:
AMD Athlon X2 64 3800+
2x1 GB Ram 533 Kingston
7600GT with FW 169.21
HD Seagate Barracuda SATA II 250GB 7200RPM
Windows XP Prof SP 2

Do you mean the sound just has a static ?
I get static on my sound since I enabled SLI to keep the buggy graphic temperatures down. -_-!

I'm having the same issue. What the OP is saying is that the game plays fine, with good framerates but stutters (i.e. the game freezes completely and recovers after 1-2 seconds).
I can reproduce the problem by simply killing some pirates, the game will freeze for 1-2 seconds as the explosion occurs. It occurs at intervals it seems, every 30 seconds to a minute no matter what I'm doing. There's no swapping going on either.
It's incredibly annoying and is persistent throughout the entire game, whether you're docked, using the market, etc., but especially happens a lot for me in combat.

ASRock DualSATA2
2 GB RAM
x1950 Pro & 7.12 Cats
WinXP Pro SP2
Eve with Premium content enabled, Med. Shadows, HDR & Bloom On, Small Cache size (have tried Small and Med), 1600x2000 24bit color.
