asking for constructive feedback 
this is going to be mainly a pve ratting boat but im going into lowsec with it so needs defensive capabilities...
bear with me this is out of Eve Fitting Tool so I haven't done this yet in game.

Im kind of an oddball when it comes to my ships I didn't want to snipe with rails and I didn't want to go full blaster rokh and I saw on the forums someone had luck with a missile setup
I was going to go with torpedos but it seemed the damage was there but the range wasnt, with this design and my skills (although mostly in gunnery) I could put up a good defensive ship with long range hitting with the missiles, then blasters and drones when they get in close, and force them closer with the tracking range disruptor
... epic fail or hmmm ?

You are using /two/ missile range rigs (velocity and flight time) on a Cruise setup, which already has such ridiculous range? That seems like a waste, especially considering your secondary weapons are ultra short range. Also, the calefaction rig is stacking nerfed against the ballistic control units and will add nearly nothing t your performance.
This setup will be performing subpar, in both PvE and PvP. First of all, 4 unbonused cruise missiles have a dps slightly above that of a wet towel (which is, admittedly, still better than what several other Caldari ships put out ), so you'll waste a lot of time killing one thing when you could have been killing the next.
Second, your logic about range makes sense, but unfortunately isn't how it works in EVE. Any one-on-one PvP will always happen within 25km, because that's the range at which someone can realistically keep you pinned down. Any PvP situation which is not one-on-one will get you utterly toasted because you have nothing but a rather weak hp buffer tank.
Do yourself a favor and don't go to lowsec with this setup, because i'll get you killed.

Epic fail. Useless in larger fleets, useless solo, and pretty close to useless in small gangs. Swap the cruise launchers to siege, take off the range rigs, and you'll do much better, but you're still better off in a raven.

okay, well guess I'll switch to a predominately rail setup, I have 4 times the skills in gunnery than I do in missiles anyways
is it better to go with a tracking computer or tracking enhancers?
and the ongoing question ... rails or blasters?
