So, how fast do you really have to go to be able to speed tank a ship? I speak mainly of the Ishtar.
Does the Ishtar have an effective speed tank without polycarbon rigs? In EFT(dont hurt me), two polycarbs add about 600 m/s to the Ishtars top speed. With my skills, top speed is about 3800 with polycarbs, 3200 without.
Any Numbers anyone?

Apparently if you hit 3400 m/sec in the Ishtar you're doing pretty good. It's certainly not a Vagabond, but it's still fairly decent.
Note: I don't currently fly Ishtars.

It's all situational, really. 3800 m/s should put you out of harms way in regards to most gunnery if you orbit at a smart distance. Your only real worry is avoiding missile damage. Check the guide here if you really need to know what to expect at your speed -- as I don't know off the top of my head how you'll fair against missiles at 38/3200 m/s.
And as it goes without saying -- webs will screw over your setup, so be wary of dedicated webbing ships and over-zealous tacklers that move faster than you.
But to your exact question -- plug in the 3200 and 3800 speeds in the missile plugin above.
