is it just me or have all systems had a +0.1 in sucurity rating

Not all, just some.
A lot of systems that were 0.5 before castor that got reduced have now been upped again.
Doesn't make any sense if you ask me but then again, when do CCP do anything that makes any sense.
There were perhaps a handful of systems that needed looking at (Orvolle for example) but CCP were too lazy to look individually at the problem and took the easy option.
I note none of the 0.4's made into 0.5's post castor were changed back.
As I said in another post, it doesn't make good buisness sense to make EVE a dangerous place, I'm sure more sec raisings will happen over then next few months.

I think Stem means that instead of globally rounding down it now rounds to the nearest displayable number.
eg 0.423433 is now 0.4 0.479988 is now 0.5

Hmm, and why would a system have a 0.479988 sec rating? Are they calculated. I would assume that they are preset.

They were generated at some point a looong time ago. They are all floats (decimal numbers) between -1.0 and 1.0. All sec ratings are clamped to the [0.0 ... 1.0] range for display.
There's an Excel sheet floating around somewhere containing the real (unmodified) security ratings of all systems.
And yes, it's just great that they introduced a bug some 2 or 3 months ago, and now finally managed to resolve it - even though it probably was a single line to change.

That is true
we take security hits like we are in empire space, I hope this is a stupid bug or otherwise we'll all have -10 security status in few days time, and then I think CCP will be literally flooded by petitions .. ______________ Only in the Tales that humans tell, do the hunters kill the wolf in the end.
