...some noob you've ransomed for 25m only pays you 18m then you see a Charon on scan and because you're feeling a bit twitchy, mistake a Charon for a carrier then blow up said victim.
Are refunds due, or should said victim sit down, and have a nice cup of Shut the Fck Up and pay the full ransom?

Whatever obligation you may feel yourself to be under is only valid if you are paid what you either asked for or agreed to accept. Since neither was the case here, you were within your "rights" to blow him up without refund whether you intended to blow him up or whether you did so by accident. If he wished to negotiate to 18 mil after being asked for 25 mil, he should have done so in conversation prior to sending you the isk.
However, if you're asking if he should now pay you the remainder of the ransom? Gee.......I don't know. You just blew up his freighter and whatever was in it. Maybe he SHOULD bend over and pay you more. Perhaps even thank you, sir, and ask if he might please have another.
When will pirate victims learn? Never pay ransom.....or if you really must, only pay it to rats that you have knowledge of.

Well he didn't pay the full ransom, so I wouldn't have refunded him. If someone doesn't pay me a full ransom, I might negotiate to lower the cost (better to get money than not to sometimes), or if I'm feeling like a particular jerk, I'll blow them out of the sky just for stalling.
Speaking of stalling, I once had a guy send me 10 isk as I was chasing him around in my interceptor to try and throw me off. Didn't notice it til a half hour AFTER I podded him. lol

I haven't been feeling well. My dog ate my homework. Aliens were knocking at my front door. There was a full moon. A beautiful woman distracted me. I had too much to drink and the IRS was on the phone asking about some money they thought I had. So.......I was distracted and made a mistake.

I don't do ransoms, but it seems to me you offered up a contractual deal whereby you would disengage the pilot and allow him to survive in exchange for the asking price of 25m. The pilot did not re-negotiate the contract to a lower amount, and simply gave you a lower amount. The amount given was roughly 72% of the original amount asked for. In this case, I would simply suggest that you engage him with only 28% of your weapons, as he has clearly paid enough for you to keep the other 72% offline. ----- CEO, Astrum Contract Services Group

i would refund it with no doubt. maybe he needed 10 more secs to send money from 2nd acc, or to loan from friend, but he obviously show will to pay ransom. you cant be sure and say that he wouldnt pay 25, he already sent you 18, maybe he would send you 7 more. maybe he wouldnt, but you dont know that. you blew him up becouse of your mistake. therefore, pay for your mistake :)

I'm with him on this. Normally, if he wanted to negotiate on a lower price I didn't agree to and just decided to pay the low price, I'd keep it.
If I blew him up because of a "sensor malfunction", I think a convo is in order. If he's a tard, it's a donation (or an FCC fine ). If he's cool about it, I'd probably give it back (depends on age of character, relation to freighter pilot, amount vs equipment lost, cannot be combined with other offers, while supplies last, no rainchecks, no substitutions or exchanges, void where prohibited). --- Amarr/Caldari, and proud of it.
